EISA Kenya Induction Workshop with the IIEC

In line with the programme goals and objectives for EISA’s Africa Democracy Strengthening Programme II (ADS II), EISA Kenya convened an induction workshop with the Interim Independent Electoral Commission (IIEC) on 28 June 2010. The objectives of the workshop were to:

  • Familiarise delegates with the concept of Conflict Management Panels;
  • Present an overview of conflict, especially political and electoral conflict; and
  • Provide the IIEC with a comparative perspective on Conflict Management Panels conducted by EISA in other countries, such as the DRC and South Africa.

10 participants from the IIEC attended the induction workshop, which was opened by Felix Odhiambo (Country Director, EISA Kenya). Mr Odhiambo provided an overview of EISA activities in Kenya, and Ilona Tip (Operations Director, EISA) presented an overview of EISA Regional programs across Africa, specifically EISA conflict management methodology and experiences. Dr Ochieng Kamudhayi (University of Nairobi, Institute of Diplomacy and International Studies) presented an overview of conflict and conflict management.

Following the presentations, a plenary session on the work plan was conducted focusing on

  • launching forums;
  • mediation panels and criteria for selection of the panelists;
  • training of the mediators and
  • development of training materials for the CMP.

The meeting resolved that a technical sub committee comprised of EISA and IIEC would meet and hold further discussions on the key issues identified in the workshop.

A follow up meeting was held on the 29 June 2010. The agenda for the meeting included a discussion on the Launching Forums for the CMPs and a rollout plan for Regional CMPS during the post referendum period. It also identified key stakeholders to approach as partners in the conflict management process. The meeting resolved to launch four Regional CMPs in identified hotspot areas ahead of the Referendum.
