The APRM: Organization and Process, 9 March 2003, is a 17-page document which outlines in brief the mandate, structure and role of the various components of the APRM, including the Committee of Participating Heads of State and Government (APR Forum), the Panel of Eminent Persons (APR Panel), the APR Secretariat, national APR Teams, and the conduct for APR Partner institutions and Technical Assessments. The document further outlines the 5 stages of the APRM process, and also gives the guidelines for the financing of the various structures and procedures of the APRM.
The highest decision making body of the APRM is the African Peer Review Forum of Participating Heads of State and Government (APR Forum), which is responsible for the nomination and selections of members to the African Peer Review Panel of Eminent Persons (APR Panel).
The APR Forum is also responsible for adopting all APRM submissions made to it from the APR Panel, and ensuring that the Panel is sufficiently empowered to carry out its mandate to the fullest extent.
