Socio-Economic Development
Socio-Economic development in the context of the NEPAD and APRM frameworks is concerned with the twin objectives of eradicating poverty and fostering socio-economic development (Objectives, Standards, Criteria and Indicators for the APRM, Section 5.l).
The objectives elaborated on this page are taken directly from the Objectives, standards, criteria and indicators for the APRM, Section 5. For each objective, specific standards, criteria and examples of indicators are given. These objectives also form the structure of the APRM self-assessment master questionnaire, Section 4.
These objectives are drawn from various continental and international codes and treaties, including: the UN Millennium Declaration (2000); WSSD Johannesburg Plan of Implementation (2002); the Right to Development in the African Charter on Human and People's Rights (1981); the African Charter for Popular Participation in Development (1990); and the NEPAD Framework document (2001).
The key objectives under the theme of economic governance and management are:
- To promote self-reliance in development and to build capacity for self-sustaining development, accelerated socio-economic development and poverty eradication;
- To strengthen policies, delivery mechanisms and outcomes in key social development areas (including education and the combating of HIV/AIDS and other communicable diseases).
- To ensure affordable access to water, sanitation, energy, finance (including micro-finance), markets, and ICT to all citizens, especially the rural poor;
- To progress towards gender equality, particularly equal access to education for girls at all levels; and
- To encourage broad-based participation in development by all stakeholders at all levels.
