The criteria of the APRM refer to the necessary steps taken by the national government to achieve the objectives and standards of the APRM, and are also treated as reference points for the establishment of national governance targets.

The indicators refer to the means used to determine whether the country's APRM criteria have been met.

The document goes on to highlight the extremely technical nature of establishing and measuring the criteria and indicators, and whilst it does provide clear guidelines and examples, the document does suggest in Section 1.11 that the task "is best undertaken by those involved in the assessments at the country level in close consultation with … APR Secretariat staff".
