Prof Mohammed-Séghir Babès

Prof Mohamed-Séghir Babès, is from Algeria and represents Northern Africa on the APR Panel.

Prof Babès has extensive experience as a Public Administrator and has during his career held various high-level positions in the economic and social sphere. He has also made important contributions in teaching and research in academia.

During his career Mr Babès has served in various positions in the Algerian government, including: Director General of Social Security; Secretary General to the Minister of Social Protection; Chairman of the Board of Management of the "Services" Participation Fund; Representative of the Head of the Government in the field of Economic Reform; and Minister of Health and Population.

Mr Babès served as a Counsellor to the President of the Republic, especially in the social sector until 2005. He was elected Chairman of the National Economic and Social Council [CNES] in June 2005. Mr Babès is a Lecturer and Research Associate at the Institute Québécois des Hautes Etudes Internationales (Quebec Institute for Advanced International Studies) of the Laval University of Quebec.

Mr Babès was appointed to the APR Panel of Eminent Persons as a replacement for Mr Mourad Medelci, who left the Panel in June 2006 to take up a post in the Algerian Cabinet.
