The elections for most constituencies took place on 22 October 1995, but in one constituency in Pemba (Mtambwe) the Zanzibar Electoral Commission was forced postpone the voting until the 23 October 1995 (Zanzibar Electoral Commission 1996, 38-39).

Seat allocation
For the constitutional arrangements underlying the seat distribution in the House of Representatives see Zanzibar: Constitution. Seats in the House of Representatives were allocated in the following way:
- 50 members were elected from single member constituencies in first-past-the-post elections.
- Seats were allocated for the representation of women to ensure that they made up at least 15% of the total number, which were distributed amongst the parties in proportion to the seats they won in constituency elections.
- 10 members were nominated by the President (two in consultation with the opposition).
- The five regional commissioners and the Attorney General were ex officio members.
