According to Grant Masterson (2009, 538): "For the 2000 elections, the NEC [National Electoral Commission] accepted and accredited local observers from Temco [Tanzania Election Monitoring Committee], the Tanzania Youth Forum, the Christian Council of Tanzania (CCT) and the Elections 2000 Media Monitoring Project".
