Mozambique: Technical Secretariat for the Administration of Elections

In the course and scope of its duty the CNE is assisted by the Technical Secretariat for the Administration of Elections (Secretariado Técnico de Administração Eleitoral, STAE), which acts as its executive arm. The STAE is responsible for the organisation and logistics of voter registration and the conduct of elections and referenda (Law 8/2007, 29.2.). In the execution of its mission it is answerable only to the CNE and is explicitly subordinated to it (Law 8/2007, 30).
The Technical Secretariat is headed by a Director General (currently Felisberto Naife, who replaced long serving Antonio Carrasco in November 2007) who is recruited and proposed by the CNE and appointed by the Council of Ministers (Law 8/2007, 31). The Director General has a seat on the CNE, with the right to speak but no voting right (Law 8/2007, 29.4.).
The qualifications and exclusions that apply for CNE members apply to the members of the STAE (Law 8/2007, 13, 35, 36).
Subordinate structures
At national level the STAE has directorates for organisation and electoral operations, training and civic education, finance and administration and a judicial office (Law 8/2007, 37.1.).
At provincial level structures are headed by provincial directorates with departments for organisation and electoral operations, training and civic education, finance and administration and a press office (Law 8/2007, 37.2.).
At municipal or district level structures are headed by municipal/district directorates with sectors for organisation and electoral operations, training and civic education and for finance and administration (Law 8/2007, 37.3.).
