Madagascar: Electoral management until 2010

The following electoral management regime prevailed in Madagascar until the adoption of Ordonnance no 2010-003 du 17 mars 2010 portant loi organique relative au Code électoral. See National Independent Electoral Commission for the new electoral management arrangements.

According to the Electoral Law, the overall conduct, management and oversight of the electoral process in Madagascar are under the shared responsibility of three governmental institutions, namely:
- The Ministry of Interior and Administrative Reform (mostly referred to by its French acronym Mira) and today known as the Ministry of Interior and Decentralisation (Mide). The Mira/Mide is responsible for the material and technical organisation of the electoral process, including its planning and implementation, and training of polling officials, voter registration, compilation of the voters roll, issuing of voters cards and compilation of election results;
- The National Electoral Council (Conseil National Electoral/CNE). The CNE is the official organ responsible for the supervision of the operational aspects of the electoral process. It comprises seven members, each of whom is nominated by a number of entities, including the president, the Interior Minister, the Order of Lawyers, the Order of the Journalists, the first president of the Supreme Court and the attorney-general, on the basis of their professional competency. They serve for a five-year term, renewable once. According to Decree No 2002-1225 of 11 October 2002 organising the CNE, the members of its bureau, including the president, the two vice-presidents, and the treasurer, are elected by their peers for one term, renewable once; and
- The High Constitutional Council (HCC). The HCC registers candidates, processes complaints, verifies and announces official results.
