Madagascar: National Commission on Human Rights (moribund)

The 1992 Constitution provides for an independent office to promote and protect human rights. In 1994 the National Assembly assigned that role to the Office of the Mediator, which relies on moral suasion to correct abuses. In 2000 the Government created an additional body called the National Commission on Human Rights. This commission has undertaken public awareness raising campaigns and workshops to reinforce relationships with NGO's active in the area of human rights (Bureau of Democracy, Human Rights and Labor 2001) . It has been inactive since 2002, when its members' terms expired and the government has offered no explanation for the delay in naming replacements (Bureau of Democracy, Human Rights and Labor 2007) .
