Campaign financing
The law governing political party funding, Law 7/04 (2004), prescribes that the electoral campaigns of political parties may be financed by (Article 94, 1.):
- Contributions from the State.
- Contributions from candidates and the political parties themselves.
- Donations from individuals or corporation who are nationals and are resident or headquartered in Angola.
- Receipts from electoral campaign activities.
- Contributions of Angolan citizen NGOs in accordance with the regulations issued by the National Election Commission (CNE).
- Contributions of related parties in accordance with the regulations issued by the CNE.
- Loans made by credit institutions registered in the country.
The financing of electoral campaigns by the following is prohibited (Article 94, 2.):
- Foreign governments and governmental organizations or organisations that receive funding from foreign government, even if they are registered in Angola.
- All state bodies including public corporations.
- Companies that have a majority or exclusive public ownership.
- Foreigners and foreign owned corporations.
The contributions made by political parties and of political associations must be identified and certified by documents issued by the competent body within such parties or associations (Article 94, 3.).
