The author "argues that the integration of various military forces in the Democratic Republic of Congo is far from complete and a major threat to the fledgling democracy". (Journal precis). Details are given of the forces and factors involved in the creation of a Congolese national army, a military integration process involving demobilisation, disarmament and reintegration (DDR) and security sector reform (SSR) that is lagging dangerously far behind.

Can any state become democratic? Can the whole become democratic? This lecture argues that the answers to both questions are yes and that neither culture nor history nor poverty are insurmountable obstacles. Indeed, for much of the world that remains trapped in poverty, a growing body of evidence and policy analysis suggests that democratic, accountable, transparent governance is a fundamental condition for sustainable development. There are no preconditions for democracy, other than a willingness on the part of a nation's elite to attempt to govern by democratic means. But that, in itself, will require strong pressure from below, in civil society, and from outside, in the international community, to generate the political will for democratic reform. And sustaining democracy in the context of unfavorable cultural, social, and economic conditions requires institutions to foster effective, accountable governance as well as robust international engagement and support. Democracy can emerge anywhere, but it can only take root if it brings about, however gradually, a more prosperous, just, and decent society. (Author's Abstract).

Tough anti-money laundering and terrorist financing regimes have been the key tools in fighting terrorism in the post 9/11 world. The underlying research question was whether anti-terrorist financing mechanisms applied in the developed world were appropriate and sufficient in Southern Africa. The paper further explores whether Southern African countries can afford to implement anti-terrorist financing laws.

"This piece first reviews the challenges international observers face in judging the quality of elections and then outlines current best-practice for fraud detection, including advancements in observer methodology such as the parallel vote tabulation, the voter registration audit, media monitoring, and coordination with domestic observers. It then turns to the potential for fraud reduction or deterrence, and presents the randomization of international observers as a methodological innovation that will aid in the detection and measurement of fraud. Evidence from the 2003 presidential elections in Armenia is presented in order to show one way in which fraud may be detected (and how international observers may reduce fraud directly).(Author's introduction). Versions of resistance history in South Africa: the ANC strand in Inkatha in the 1970s and 1980s. Review of African Political Economy, 83, March 2000, p. 63 - 79.
Since the 1999 elections in South Africa the Inkatha Freedom Party (IFP) has entered into a 'coalition' with the African National Congress (ANC) (now described as such by both parties) at both provincial (KwaZulu-Natal-KZN) and national levels of government. Such close cooperation, albeit at leadership and parliamentary representative level would have been hard to imagine even five years ago… While any steps to attain lasting peace are to be welcomed, if the past is not addressed such moves may prove to be fragile. An aspect of the past is the relationship between the ANC, as movement and as resistance symbol and the Inkatha movement of 'nkosi' Mangosuthu Buthelezi during the 1970s and 1980s. Inkatha's perception and presentation of 'the ANC' during this period is discussed. The argument is that Inkatha leadership had the opportunity, and not only the ideological pressure, to place the movement within an ANC resistance history; that was also populist, denying class and other divisions. However Inkatha was never able to escape its political location with the KwaZulu ethnic bantustan, and the ANC was driven to an uncompromising position through the rise of internal resistance from the late-1970s. Regulation No. R.47, 2005 amends Regulation 5 of the regulations published under Government Notice No. R. 117 of 20 November 1998. These concern allocations to be paid to political parties, and the re-allocation of fifty (50) per cent of the funding.
