This article reviews the role of participatory theory in managing development projects and programmes in poor countries. Participation has emerged in response to global demands for greater individual and social control over the activities of state and private agencies, and especially to the manifest failures of traditional 'top-down' management systems in LDCs. Claims made on behalf of these participatory methodologies are critically reviewed and a distinction is drawn between strong and weak versions of the theory. Empirical evidence is then considered to evaluate the effectiveness of these methodologies, using long-standing insights of social science theory to show that participation can succeed for specific kinds of projects and programmes in favourable circumstances, but is unsuitable for many others. It commonly fails in contexts where local conditions make co-operative and collective action very difficult, or where it is manipulated by implementing agencies to justify their own actions or poor performance. In order to better understand the trajectory of regional economic integration it is necessary to get to grips with South Africa's trade diplomacy. To do so the chapter is structured as follows: First, regional development priorities, particularly relating to trade and foreign direct investment are discussed. An associated assessment of whether South Africa's expanding African footprint is in consonance with policies is then presented. Third, a qualitative overview of South Africa's trade diplomacy is provided and its regional implications assessed, notably its potential impact on the goals set by the RISDP. Finally, a quantative examination of these same issues is undertaken, focusing on key products exported from the region into South Africa. Are these links threatened by South Africa's non-African trade agenda?

Survey data collected by IDASA since 1994 is examined and the responses analysed. Views from the different provinces are highlighted. IDASA's several conclusions are clearly stated.

ICASA has received a formal complaint dated 13 January 2004 from the Democratic Alliance, the Inkatha Freedom Party and the United Democratic Movement regarding the SABC's weekend television coverage of the launch of the ANC election manifesto, alleging that the SABC has breached provisions of the Broadcasting Act, 1999 and the SABC's own draft editorial policies. The procedure to be used by ICASA in addressing the complaint is described in detail. Separate regulations covering the election period were gazetted on 9 October 2003 and published in the Government Gazette No.25572, Notice No. 1431, and these will also be taken into account.

Firearm amnesties are seen as one of the tools available to governments to control both legal and illegal stocks of guns, and have been used around the world for this purpose. However, several factors such as conditions of the amnesty, timing and duration, as well as the socio-political context, can either contribute to or hinder the success of an amnesty. This paper provides an in-depth analysis not just of the results but more importantly the factors that contributed to making the SAPS 2005 firearms amnesty such a success. (Journal Abstract).

Since 1922, more than 15 United Nations arms embargoes have been imposed against African states and/or rebel groups. The enforcement of arms embargoes in Africa presents challenges to both the UN and the international community in general. Over the past ten years, the UN has sought to advance the effectiveness of its implementation of these arms embargoes by enhancing its organisational capacity and deepening its monitoring capability. This paper, by means of a comparative case study approach, seeks to analyse the monitoring and enforcement of arms embargoes in Africa.

While there are now roughly equal numbers of men and women in South African newsrooms, women and especially black women, are still scarce in senior and top management echelons, as well as in the hard news beats. On average, women earn twenty percent less than men in newsrooms; and black women earn twenty five percent less than white men. There are, however, considerable differences between the nine media houses surveyed (representing over half of all newsrooms employees in the country) with some having a majority of women in senior management and others none at all. The study builds on the qualitative study released by SANEF in August 2006 by providing quantative information on where women are located within the hierarchy and work of the newsrooms; as well as analysing conditions of service and employment practices that have a bearing on gender disparity in newsrooms. This annual report is from the Finance and Investment sector is comprised of a number of elements. Firstly, there is a macro-economic overview of the SADC region, as well as a look at the issue of competitiveness (which forms the theme of the Southern Africa Economic Summit). Chapter 3 contains country profiles of 12 SADC countries (not including new entrants Democratic Republic of Congo and Seychelles), with information on, inter alia, macro-economic developments, foreign direct investment and financial institutions. Chapter 2 and 3, incidentally, borrow heavily from the document produced by FISCU for the 1998 Southern Africa Economic Summit. During the last twelve months, the membership of the Southern African Development Community (SADC) increased from twelve to fourteen with the joining of the Democratic Republic of Congo and Seychelles. In terms of human capital, there is an increase from approximately 150 million to 186 million people. SADC is a region which has wide disparities if the individual member states are ranked in terms of human resources endowments using the human development index (UNDP: 1997) a composite index of achievements based on life expectancy, educational attainments and income. Half of the countries, whilst the other half are in medium and high ranked countries. In general the population growth outstrips the economic growth dissipating the real per capita benefits of growth and contributing to poverty. The distribution of wealth is also uneven, within the region, with significant disparities in some countries.

The speech at a NNP rally in Mitchell's Plain on 25 October 2003 focuses firstly on the need for everyone entitled to vote to register now to do so, and secondly on announcing that the NNP had formed a relationship with the African National Congress and had decided to "Choose success together". This edition of Key Facts therefore also includes "A joint statement of the African National Congress and New National Party, 26 October 2003" in which President Mbeki and Premier van Schalkwyk commit their organisations to mobilise their supporters to build a shared future. The two parties will have their own election campaigns, but will aim at the maximum possible consensus between all communities in the name of national unity.
