Programme Officer, Parliamentary Strengthening Kenya

Reporting to the Resident Country Director, the Programme Officer will implement the parliamentary strengthening programme within the EISA Kenya Office

Key tasks and responsibilities

Reporting to the Resident Director, the overall responsibility of the Senior Programme Officer will generally be to ensure programme implementation of the Parliamentary Strengthening Programme and specifically to:

  • Organise capacity building activities for parliament, political parties and civil society organisations
  • Provide technical assistance to parliament, political parties and civil society organisations
  • Establish and maintain collaborative relationships with parliament, political parties, civil society organisations as well as with experts in African politics and governance
  • Develop and manage project budgets in liaison with the Head of Finance
  • Draft reports to donors, the Resident Director and EISA management
  • Initiate, conceptualise and implement projects in the area of democratic governance
  • Assist the Resident Director in the implementation and management of other programmes
  • Participate in proposal writing and fundraising
  • Liaise with project donors as delegated by the Resident Director
  • Publish research and opinion papers political and legislative processes in Kenya in reputable/refereed journals and books
  • Attend and participate in staff meetings, organisational reviews and other internal meetings as well as represent EISA at external events

Job Specifications

Education

Graduate degree in political science or a related discipline from a recognised academic institution of Higher Learning

Experience

  • At least five years experience in the areas of legislative processes, political party development and democracy in Africa
  • Solid experience in project management, proposal and report writing
  • Experience in organising seminars, workshops and conferences and preparing workshop/conference reports
  • Proof of written & published work on political institutions and democracy

Knowledge and Skills

  • Be familiar with political and legislative institutions and networks in Kenya
  • Ability to relate diplomatically and professionally at all levels
  • Strong analytical skills
  • Ability to work as part of a team and adhere to deadlines and set priorities
  • Well-developed written and verbal communication skills
  • Good interpersonal, presentation and facilitation skills
  • Knowledge of administration procedures including budget preparation
  • Good facilitation and communication skills
  • Working knowledge of PC-based word processing and e-mail technology
  • Possession of a valid driver's licence

Fluency in English
